Mark Brenneman traces his history as manager of Shadow Creek ? the swank, exclusive golf club owned by MGM Resorts International ? to a day 12 years ago when he was caddying.

Mind you, Brenneman was caddying that day for golfing great Nick Faldo, whose playing partner was Microsoft co-founder Bill Gates. The venue was Pebble Beach, a public golf resort steeped in American golf lore.

It?s about a nine-hour car ride from the Monterey Peninsula and Pebble Beach to Shadow Creek, a golfing oasis in the Mojave Desert that has grown to be somewhat of its own legend ? a course where Tiger Woods practices and former U.S. presidents and movie stars come to unwind.

Brenneman, in his job running Shadow Creek, now serves as golf pro and caddy for the most elite players. The course opens its gates to the public only on rare occasions, including this weekend's Michael Jordan Celebrity Invitational.

But back to that round between Faldo and Gates.

It was a few days before the U.S. Open. Brenneman wanted to be close to Faldo, a three-time winner of the British Open and owner of three green jackets signifying championships at the Masters. Brenneman, the golf pro at Spyglass Hill at Pebble Beach, assigned himself to be Faldo's caddy that day.

At the end of the round, Brenneman got an unexpected phone call from a corporate headhunter about a job in Las Vegas.

"Which golf course?" Brenneman remembered asking the recruiter.

"I can't tell you," he answered.

"Then I'm not interested," Brenneman said.

Still, the headhunter asked for Brenneman?s r?sum?. Brenneman had it handy on his computer, so he attached it to an email and sent it with a shrug. He was scheduled in a few days to be at the U.S. Open at Hazeltine National Golf Club in Chaska, Minn. But the next day, the headhunter called back. Bobby Baldwin, CEO of MGM Mirage Resorts, wanted to hire Brenneman.

Finally, Brenneman learned the golf course he was supposed to run was Shadow Creek.

"This course had been shrouded in mystery and people talked about it in whispers," Brenneman said. "I at least wanted to see it."

He took the job, and the golf course retains the same level of mystery today.

"It's never been on TV," he said. "We don't advertise and don't market ourselves. You have to stay at an MGM Resorts property."

No matter who you are.

A few years back, Brenneman got a call asking if then-President George W. Bush could play a round while he was in Las Vegas. Problem was, Bush was staying at a hotel owned by a competitor of MGM Resorts International. Sorry, Brenneman had to say. Just weeks later, Brenneman received a call from the office of Canada's prime minister, who was visiting under the same circumstances. Brenneman said sorry, again.

"You understand we're talking about the prime minister of Canada," the voice on the other end of the phone said.

"I know," Brenneman answered. "But if I can't let our president of the United States play here, then the prime minister can't either."

Bush would get his chance to play at the course last year, when he was speaking at the Aria, which also serves as host resort for the Jordan Celebrity Invitational. Bush?s father, George H.W. Bush, also has been a regular at Shadow Creek and keeps a fishing pole above his locker. He fishes out of one of the ponds on the course. Former President Bill Clinton has played there, too, along with high-rollers from MGM casinos who want to take a break from the craps or blackjack tables or baccarat rooms.

"We have greens fees of $500 a person that people can pay, but most are invited guests of the casino," Brenneman said.

Except for an occasional former president fishing in a pond, Shadow Creek is all about golf. There are no swimming pools or tennis courts typically seen at other golf clubs.

"You can find those at the casinos," Brenneman said in a voice that always sounds like he's smiling.

Steve Wynn built Shadow Creek for somewhere between $45 million and $60 million in 1989 on a flat piece of desert land, just off Losee Road in North Las Vegas. Designed by Tom Fazio, who has planned more of the 100 top-rated golf courses than any other architect, Shadow Creek rose out of imported dirt on the desert floor, with winding brooks with waterfalls, where players cross cobblestone bridges and walk amid pine and juniper trees. Snowy white egrets and blue herons swoop overhead. The Air Force Thunderbirds fly practice rounds in the distance from nearby Nellis Air Force Base.

MGM took over the 320-acre course in the same deal in which it acquired the Bellagio and Mirage from Wynn.

Even after all these years, Brenneman still marvels at how nearby mountains look off one of the tees.

"See how the mountain range goes high left to low right?" Brenneman says. "Your eyes will always move along a diagonal."

At the end of that line is the green and the hole.

"And that's where you want to go," he said. "Little stuff like that makes all the difference. All the mountain ranges come into play in all these interesting ways."

Tall trees line the fairways, both as a buffer to the industrial areas surrounding the picturesque golf course as well as hiding what's around the next corner.

"You'll be driving along and all of the sudden the course reveals itself," Brenneman said. "You never know who's going to jump out of a limo and walk through the door; you don't know what's around the next corner."

Matt Damon, George Clooney and Sylvester Stallone have their names on brass plates over lockers. The plates are magnetic and can be swapped out to put another name next to the lockers of celebrities such as Jordan and Woods.

"I remember one day, Matt Damon was here, and he was walking through the locker room," Brenneman said. "He made a beeline right to his locker to make sure it was still there. When he saw his name, he pumped his fist. It's interesting to see people, no matter how famous they are or how much money they have, get excited about these things."

Such excitement can be attributed to Brenneman's own personality. He reacts with glee and amazement, showing visitors around a course he's seen daily for 12 years. It?s like a child seeing wrapped presents under the tree on Christmas morning. Each day, he drives from his home near Sahara Avenue and Valley View Boulevard toward an area of storage rentals and auto-repair shops. Most people making the turn off Craig Road onto Losee Road and toward the hidden valley of Shadow Creek usually arrive by limousine.

Just like his journey to Las Vegas started with a golf game between a golf champion and a titan of business, Brenneman continues to live a kind of fantasy life amid a forest carved out of the desert.

And that's kind of what Shadow Creek is meant to be ? an escape from the Strip.

"See that arched bridge over there?? Brenneman asks as he drives a cart around the course. ?Normally, an architect would put that front and center, like, ?Look at me.? Here it's 50 yards off the hole. It's subtle. That's different.

"Las Vegas is known for a lot of things, and subtlety isn't one of them. On a conscious level, the players who come here know they're in Las Vegas, but you also look at this and think you could be anywhere else but Nevada."

Report: Ohio courts illegally jailing the poor

COLUMBUS, Ohio (AP) -- Several courts in Ohio are illegally jailing people because they are too poor to pay their debts and often deny defendants a hearing to determine if they're financially capable of paying what they owe, according to an investigation released Thursday by the Ohio chapter of the American Civil Liberties Union.

The ACLU likens the problem to modern-day debtors' prisons. Jailing people for debt pushes poor defendants farther into poverty and costs counties more than the actual debt because of the cost of arresting and incarcerating individuals, the report said.

"The use of debtors' prison is an outdated and destructive practice that has wreaked havoc upon the lives of those profiled in this report and thousands of others throughout Ohio," the report said.

Chief Justice Maureen O'Connor of the Ohio Supreme Court, responding to the ACLU's request to take action, promised to review the findings. O'Connor told the group in a letter Wednesday: "you do cite a matter that can and must receive further attention."

The report says courts in Huron, Cuyahoga, and Erie counties are among the worst offenders.

Among the report's findings:

? In the second half of last year, more than one in every five of all bookings in the Huron County jail ? originating from Norwalk Municipal Court cases ? involved a failure to pay fines.

? In suburban Cleveland, Parma Municipal Court jailed at least 45 defendants for failure to pay fines and costs between July 15 and August 31, 2012.

? During the same period, Sandusky Municipal Court jailed at least 75 people for similar charges.

Judge Deanna O'Donnell of Parma Municipal Court said Thursday the court was unaware of the issue until contacted earlier this week by the ACLU. She said officials were examining the 45 cases in question.

"If there's an issue here, a problem, we're going to correct it," O'Donnell said.

Messages left for Norwalk and Sandusky municipal court officials Thursday weren't immediately returned. The ACLU also sent letters to officials at Bryan, Richland County and Hamilton County municipal courts and Springboro Mayor's Court.

ACLU spokesman Mike Brickner said the group believes the practice is widespread in Ohio.

The report is a follow-up to a national 2010 report that focused on Georgia, Louisiana, Michigan, Ohio and Washington.

That report determined that many courts are violating a 1983 U.S. Supreme Court decision that courts had to hold a hearing to determine why people are unable to pay before sentencing them to incarceration.

"The report shows how, day after day, indigent defendants are imprisoned for failing to pay legal debts they can never hope to manage," according to the 2010 report, 'In For a Penny: The Rise of America's New Debtors' Prisons.'

"In many cases, poor men and women end up jailed or threatened with jail though they have no lawyer representing them," the report said.

A similar 2010 report by New York University's Brennan Center for Justice looked at the growth of court fees in Florida. It concluded, in part, that the "current fee system creates a self-perpetuating cycle of debt for persons re-entering society after incarceration."

Courts are breaking the law by holding defendants in contempt of court for failing to pay fines without proper notice or allowing an attorney to be present, the report said. Courts are also issuing arrests warrants for people who fail to show up and pay their fines and jailing defendants who are too poor to pay, according to the report.

Court costs should be recovered through civil lawsuits, not jail time, the report said.

Greencastle-Antrim school board votes to outsource 60 jobs

GREENCASTLE - In a series of votes, the Greencastle-Antrim school board opted to outsource the work of 60 people during Thursday night's meeting.

But an additional 29 positions - all in the food service department - were considered for outsourcing but were spared.

The outsourced jobs could save the district about $600,000 per year, according to projections.

According to business manager Jolinda Wilson and Superintendent Greg Hoover, the district faced a $1.4 million budget deficit for the 2013-14 school year when the budget process began earlier this year with the unveiling of state proposals. The district's preliminary budget is $35.249 million.

The board opted to accept the recommendations of administration and outsource 16 school bus routes for the 2013-14 school year and 17 more during the 2014-15 school year. The move is expected to save $300,000.

The sale of school buses back to Wolfington Bus Co. could also net the district an additional savings of $2 million. The change affects 33 Greencastle-Antrim employees.

The measure passed by a 6-3 vote. Board members Tracy Baer, Joel Fridgen, Ken Haines, Mike Still, Brian Hissong and Eric Holtzman approved the move. Board members Melinda Cordell, Dr. William Thorne and Michael Shindle voted against the change.

In addition, the board voted 7-2 to outsource maintenance and custodial staff. Shindle and Thorne opposed. The change is estimated to save the district about $250,000 per year.

The board also voted 6-3 to

outsource five positions in the information technology department. It could save the district about $50,000. Shindle, Cordell and Thorne did not approve the move.

The three personnel moves will get the district $600,000 closer to closing a $1.4 million budget deficit. Other options include raising taxes by as much as 3.8259 mills, which would net the district about $721,936 in additional revenue.

The state has approved the district's request for tax exceptions, which could raise the district's maximum real estate increase from 2 mills to more than 3.8 mills. The real estate tax rate for 2012-13 is 98.9 mills.

Wilson also said she would recommend using money out of budgetary reserve to cover the 2013-14 budget. Wilson told board members she would request $250,000 from the reserve to help cover the gap.

The board rejected a recommendation to outsource food service by a 9-0 vote. The food service department is comprised of 29 mostly part-time employees. The proposed savings was $15,000.

The district considered outsourcing bus routes last year, but the school board changed its mind when a report by then-business manager Richard Lipella suggested it was cheaper to keep the bus system in-house than to send it to a contractor.

The final budget is due June 30.

Brian Ashcraft of Kotaku is reporting that ?dogs wearing pantyhose? is a popular new meme in China. He writes that Hong Kong site Sharp Daily has reported that users on the Chinese social network Weibo ?are uploading gag photos of their dogs wearing panty hose, joking how ?sexy? the mutts look.?

According to Chinese site Sina, ?bored? people on Weibo started the meme. Apparently, Weibo user Ulatang, who noted that the pets rolled their eyes after getting dressed in pantyhose, uploaded the first ?dogs wearing pantyhose? pic (above). That image has been commented on over 16,000 times in China.

China readies to fight new bird flu; Japan, Hong Kong on guard

BEIJING (Reuters) - The death toll from a new strain of bird flu rose to five in China on Thursday as Beijing said it was mobilizing resources nationwide to combat the virus, Japan and Hong Kong stepped up vigilance and Vietnam banned imports of Chinese poultry.

The H7N9 bird flu strain does not appear to be transmitted from human to human but authorities in Hong Kong raised a preliminary alert and said they were taking precautions at the airport.

In Japan, airports have put up posters at entry points warning all passengers from China to seek medical attention if they suspect they have bird flu.

A total of 14 people in China have been confirmed to have contracted H7N9, all in the east of the country. One of the cases was a four-year-old child, who was recovering, the official Xinhua news agency said.

Two people died on Thursday, both in Shanghai, bringing the number of deaths to five, state media said. Four of the five have died in Shanghai, China's booming financial hub.

Authorities in Shanghai also discovered the H7N9 virus in a pigeon sample taken from a traditional wholesale market, Xinhua added, believed to be the first time the virus has been discovered in an animal in China since the outbreak began.

"(China) will strengthen its leadership in combating the virus ... and coordinate and deploy the entire nation's health system to combat the virus," the Health Ministry said in a statement late on Wednesday on its website (www.moh.gov.cn).

In Hong Kong, authorities activated the preliminary "Alert Response Level" under a preparedness plan for an influenza pandemic, which calls for close monitoring of chicken farms, vaccination, culling drills, and a suspension of imports of live birds from the mainland.

All passengers on flights in and out of Hong Kong were being asked to notify flight attendants or airport staff if they were feeling unwell.

Vietnam said it had banned poultry imports from China, citing the risk from H7N9.

In Beijing, the Health Ministry said the government would swiftly communicate details of the new strain to the outside world and its own people, following complaints it had been too slow to report on the outbreak and suspicion of a cover-up.

Chinese internet users and some newspapers have questioned why it took so long for the government to announce the new cases, especially as two of the victims fell ill in February. The government has said it needed time to correctly identify the virus.

In 2003, authorities initially tried to cover up an epidemic of Severe Acute Respiratory Syndrome (SARS), which emerged in China and killed about 10 percent of the 8,000 people it infected worldwide.

China "will continue to openly and transparently maintain communication and information channels with the World Health Organization and relevant countries and regions, and strengthen monitoring and preventative measures", the ministry said in a statement.

Flu experts across the world are studying samples isolated from the patients to assess the human pandemic potential of the strain.

Other strains of bird flu, such as H5N1, have been circulating for many years and can be transmitted from bird to bird, and bird to human, but not generally from human to human.

So far, this lack of human-to-human transmission also appears to be a feature of the H7N9 strain.

"The gene sequences confirm that this is an avian virus, and that it is a low pathogenic form (meaning it is likely to cause mild disease in birds)," said Wendy Barclay, a flu virologist at Britain's Imperial College London.

"But what the sequences also reveal is that there are some mammalian adapting mutations in some of the genes."

This, she said, meant the H7N9 virus had already acquired some of the genetic changes it would need to mutate into a form that could be transmitted from person to person.

While Xinhua said it was unfair to compare SARS with H7N9, as the new bird flu virus had yet to show signs of human-to-human transmission, it did warn that the government's credibility was on the line.

"If there is anything that SARS has taught China and its government, it's that one cannot be too careful or too honest when it comes to deadly pandemics. The last 10 years have taught the government a lot, but it is far from enough," it said in a commentary.
